As the chairman of the Supreme Soviet, I consider it one of my main tasks to protect, strengthen and develop the state independence of the Republic of Azerbaijan, which is the historical achievement of the Azerbaijani people. The state independence of the Republic of Azerbaijan must be ensured on the basis of the traditions of the first Azerbaijan Democratic Republic established in 1918, in connection with modern requirements and the processes going on in the world. In this area, I will always work so that no one has any doubts that I will devote the rest of my life, wherever it is, to the development of the Republic of Azerbaijan as an independent state. In this regard, I would like to state that, in my opinion, the Republic of Azerbaijan will not lose its independence and will not be part of any state again, will not fall under the servitude of any other state, no matter what happens to it."

The Great Leader said these words in his speech on the day he began to exercise his powers.

As a result of the incompetence and abnormal policy of the APC-Musavat couple, Azerbaijan has fallen into a very difficult situation. On the one hand, there is the danger of civil war in the country, on the other hand, the collapse of the economy, and finally, the undeclared war waged by our hated neighbor, Armenia. Such factors have put Azerbaijan in danger of being erased from the world map.

In such a situation, the Great Leader Heydar Aliyev, who survived the trials of history and had strong management skills, returned to the political arena on June 15, 1993, after being elected as the chairman of the Supreme Soviet of the Republic of Azerbaijan. The Great Leader Heydar Aliyev preferred the principle of openness, adhering to the traditions of parliamentarism first of all. The "deputies" who are far from culture, far from the ability to understand the people's pain, were removed from the post of deputy.

The Great Leader fundamentally changed the spirit of the parliament. As if he brought a new culture to the parliament.

From the first day, the Great Leader brought the issue of building a legal state and civil society to the fore, and tried to keep it in the center of attention. In addition to being the chairman of the Supreme Assembly, from June 24, the Great Leader Heydar Aliyev was entrusted with the exercise of the powers of the President. Heydar Aliyev, October 3, 1993 He was also elected the President of the Republic of Azerbaijan. There were very serious and difficult issues to solve before him. The main focus of the Great Leader, who put an end to separatism in the country even before he was elected as the President, was to stop the ongoing undeclared war by our hated neighbor Armenia and its patrons, and to stop the occupied was to return our lands. With Heydar Aliyev's appeal to the people, our young people who had love for the country in their hearts took up arms and stood up to defend our lands. A part of our lands was freed from the enemy. Then a cease-fire was signed to end the war and rebuild and develop our army.

Now the main goal was to rebuild the economy. In order to attract the oil companies of the world's developed countries to Azerbaijan, an oil contract was signed between them and Azerbaijan on September 20, 1994, which is the "Contract of the Century".

All reforms carried out since 1993 were based on the supremacy of protecting democratic principles. The author of the supreme law protecting democratic values ​​was Great Leader Heydar Aliyev. He was the creator of the Constitution of independent Azerbaijan. He said that we should prepare such a Constitution that it would be a state document that not only incorporates our national and moral values, but also protects our independence.

It was as a result of the consistent and decisive policy of Great Leader Heydar Aliyev that our country got rid of the threat of destruction once and for all and embarked on its own free, independent and development path.
