"Establishment and development of Quality Assurance Centers in Azerbaijani Universities"

On October 11, 2021, the final conference of the Erasmus + project entitled “Creation and Development of Quality Assurance Centers in Azerbaijani Universities” co-ordinated and funded by the European Commission was held at Baku Business University.

The conference was attended by Nijat Mammadli, Head of the Department of Science, Higher and Secondary Special Education of the Ministry of Education of the Republic of Azerbaijan, rectors and other authorized representatives of 11 Azerbaijani universities, members of the project consortium, Petr Michalko, Head of the EU Delegation to Azerbaijan. Ambassador Extraordinary and Plenipotentiary Egidius Navikas, Head of Erasmus + National Office Parviz Bagirov, representatives of the Royal University of Technology of Sweden, Middlesex University of England, Lithuanian SMK University of Social Applied Sciences, Lithuanian ECT Accreditation Organization, Alicante University of Spain have done. Opening the event, the rector of Baku Business University i.e.d., prof. Ibad Abbasov greeted all the participants of the conference and made a report.

The rector spoke about the useful results, international experience and successes achieved during 4 years within the project implemented in 5 stages. He expressed special gratitude to the Ministry of Education of the Republic of Azerbaijan, Erasmus + National Office, local and foreign partners who are members of the project for their invaluable contribution to the successful implementation of the project. The rector stressed that this cooperation does not end here and will be successfully continued within the next project.

Then Nijat Mammadli, Head of the Department of Science, Higher and Secondary Special Education of the Ministry of Education of the Republic of Azerbaijan, congratulated Baku Business University and other members of the project consortium on the successful completion of the project. He noted that the project is one of the interesting and important projects for the Ministry of Education. Thus, quality assurance is considered to be one of the most important issues in improving the higher education system. Speaking about the accreditation criteria of higher education institutions, Nijat Mammadali said that internal quality assurance is one of the most important parameters. He also stressed that the Ministry of Education, as a member of the consortium, will support the sharing of experience and positive results from the project with higher education institutions.

The head of the EU Delegation to Azerbaijan, Petr Michalko, warmly greeted the conference participants and thanked the Ministry of Education and Baku Business University as the project coordinator.

He also said that education is a priority area for Azerbaijan and the state programs implemented in the field of education are a clear proof of this. At the same time, education is one of the most important areas of cooperation between the European Union and Azerbaijan. In his speech, Petr Michalko spoke about the impact of cooperation in the field of education on socio-economic development and the existing opportunities in this direction.

Then the Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania to our country Egidius Navikas noted that we have a number of cooperation between Azerbaijan and Lithuania, and education is almost one of the most important areas of cooperation. He noted that he was glad that Lithuanian partners are very active in this project. The ambassador also said that there are good relations with the Ministry of Education of the Republic of Azerbaijan and a project is underway.

The next speech at the conference was made by the project coordinator Gulshan Bayramova. He spoke about the goals and results achieved in the project, the opportunities and difficulties encountered during the implementation of the project.

Thus, the project coordinator said that quality assurance centers were established in 9 higher education institutions within the project, the center's activities were reorganized in two higher education institutions, about 3,000 students and more than 500 academic staff participated in surveys, about 500 The academic staff participated in various trainings, 80 subject programs were updated, 22 people were certified in the field of Quality Management, a guide containing internal quality assurance standards and guidelines for higher education institutions was prepared, and a number of other important works were done. Gulshan Bayramova expressed her deep gratitude to all partners of the project and wished them success in their future endeavors.

The head of the Erasmus + National Office Parviz Bagirov noted that the project was implemented with high professionalism and great success. I am confident that the experience gained and the cooperation established will be useful for future Eramus projects.

Then the project consortium's European partners George Dafoulas from England, Victor Kordas from Sweden, Inga Petreikiene and Laura Seukeviciute from Lithuania, Luis Gomes from Spain made presentations on the reasons for the project's success, comparative analysis of the project and the importance of the project in building a quality assurance system.

Rector of Azerbaijan State Pedagogical University Professor Jafar Jafarov and Rector of Azerbaijan University of Tourism and Management Ilham Madatov congratulated on the completion of the project and stressed the importance of the project in terms of studying international experience, closer cooperation and improving quality assurance in education.

At the end of the conference, the rector of Baku Business University Ibad Abbasov spoke about the new Erasmus + project "Creation of the Conference of Rectors in Azerbaijan" coordinated by Baku Business University and the goals of the project. The rector said that the new project will create opportunities and conditions for the representation of Azerbaijani universities in the international arena and membership in a number of international associations, as well as the strengthening of mutual relations.

The successful implementation of the project will also be a great support for the establishment of a quality education system in accordance with European standards in our universities to ensure the rapid integration of the education system in our country into the Bologna process.
