According to Tehsil.biz, 9 out of 35 secondary special education institutions subordinated to the Ministry of Education have been reorganized by the decision of the Cabinet of Ministers into a college with the status of a public legal entity.

17 other secondary special education institutions operating under the Ministry of Education (Agjabedi Pedagogical College, Aghdam State Socio-Economic College, Aghdam Music College, Aghdash State Humanitarian College, Astara Pedagogical College, Barda State College of Management and Technology, Goychay State College of Management and Technology, Ismayilli State Humanitarian and Technological College, Gazakh State Socio-Economic College, Guba State Socio-Economic College, Masalli State Regional College, Sabirabad State Socio-Economic College, Shamakhi State Regional College, Shirvan State Economic and Humanitarian College, Shusha Humanitarian College, Tovuz The above-mentioned decision of the Cabinet of Ministers was made in connection with the reorganization of the State Socio-Economic College (Zagatala State College of Management and Technology) into a public legal entity.
